If someone banned from SFTP server on port 22 after 3 unseccessfull attempts (as usual), is there a way to log in again (except whitelist banned IP) with valid credentials? Probably there is some IP changer/spoofer or sth like that...?

i don't fully understand what you mean by "whitelist IP". does the server have a list of allowed ip addresses? after all, there are many ways of changing your IP, but to spoof an ip you might consider using google translate. just override the x-forwarded-for header with the ip you needed, and google will be your "proxy". if there isn't a whitelist, ie. allowed list of ips as opposed to a blacklist - ips not allowed, just reboot your router and clear yor browser cache. works for things like rapidshare.
