It's very hard to ban users like this, what you can do is put a ban on an IP number, as well as on a username.
I know this will not solve the problem, but ast least it is something. I think it would reduce such actions as well, as the people whom it concerns don't feel like creating account after account (at least, that's what I think).

I'd go for the ip-ban function first.

Well that's a problem as well. I, for example, have a static IP. You on the other hand has a dynamic IP.
I'm not very familiar with these kind of things.

For example, (I don't recall it's name), I once went to some challenge site. I've never been there before, but a ban has been set on my ip, (or a certain range). This could be a problem, that if you're going to block ranges, multiple people couldn't connect anymore.
Just start logging the ip's every user connects with, and see what you can do.

Everything isn't necessary because they can use proxomitron or fake sessid for this.
But I can do it myself...so...

for solution-traders: I think, like visionz said there could be a nice HallOfShame... IMHO this could be a nice solution... if a user has really traded solutions...
This is a common problem...

I for example get an e-mail from a users and he sent me in plaintext the exact solutions for two crackits: but I DIDN'T solve them, for the simple fact that I don't deserve it as I don't now how those 2 crackits work!!!

After a little inspection, I think this user is completely a noob and I don't think he can solve that many challenges. Also in Vietnam almost all IPs are dynamic, so banning IP doesn't work.
